Grid Down Survival Guide: What to Do When the Power Stays Off

On April 28, 2025, mainland Portugal and peninsular Spain lost power for about ten hours. At least eight people died — not from the blackout itself, but from candle fires and generator exhaust, according to Wikipedia's archived record of the 2025 Iberian Peninsula blackout. The investigation pointed to voltage and reactive power control gaps, generator disconnections, and uneven stabilization capabilities. Power came back.
This guide assumes it doesn't. Not for hours. For days or weeks.
The US Energy Information Administration reports that American customers averaged 11 hours without electricity in 2024 — nearly double the previous decade's average. Major-event outages alone accounted for roughly 9 of those hours, compared to 4 hours annually from 2014 through 2023. The trend is up, not down. Treat the following as a working field manual, not a thought exercise.
Understand What "Grid Down" Actually Means
Grid failure is not a single state. It sits on a spectrum, and your response changes at each level.
Level 1 — Local distribution outage. A downed line or blown transformer. Duration: hours. Impact: your block, your neighborhood.
Level 2 — Regional transmission failure. A substation fire, ice storm, or cascading fault. Duration: 1 to 10 days. Impact: millions of customers. Hurricane Helene and Milton in 2024 drove the decade's worst outage hours, per the EIA.
Level 3 — Multi-regional or national grid collapse. Solar storm (the 1989 Quebec blackout took down 21,500 MW in 92 seconds, per NASA historical records), EMP, coordinated cyberattack, or cascading equipment failure across interconnections. Duration: weeks to months. Impact: civilization-altering.
Level 4 — Permanent or indefinite collapse. Extended Carrington-class event. The 2008 National Academy of Sciences report on severe space weather estimated recovery from such an event at 4 to 10 years for the US grid, with infrastructure damage measured in trillions.
Your response scales with level. A 6-hour outage is an inconvenience. A 6-week outage is a mass casualty event. Most preparedness advice assumes Level 1. This guide targets Level 2 and up.
The First 72 Hours
The first three days kill more people than the next three weeks, because surprise and normalcy bias dominate decision-making. FEMA's Ready.gov guidance puts basic survival provisions at a minimum 72-hour kit per person, though the agency has since moved toward recommending two weeks for disaster-prone regions.
Your first-72 priorities, in order:

Verify scope. Check battery radio, neighbors, and a hand-crank device. If cell and landline are both dead and the outage covers multiple counties, you are past Level 1. Adjust your timeline immediately.

Secure water. Fill every container and both bathtubs while municipal pressure holds. Water utilities typically run on 4 to 48 hours of backup power before pumping stops, per EPA guidance on water system resilience.

Inventory food. Freezer holds temperature roughly 48 hours if unopened (USDA Food Safety and Inspection Service). Refrigerator holds 4 hours. Eat perishables first, canned goods last.

Thermoregulate. More people die of hypothermia and hyperthermia in outages than of any other cause. CDC data shows roughly 1,500 US cold-related deaths annually, with spikes during winter blackouts.

Communicate selectively. Battery conservation beats constant check-ins. Designate one text window per day with family contacts, then power down.
Water
FEMA's benchmark is one gallon per person per day: half for drinking, half for hygiene and cooking. That is a survival minimum, not a comfort target. In heat or with illness, double it.
Municipal water fails in two ways. Pressure loss happens within hours when pumping stations lose power. Contamination happens when the system loses pressure long enough for backflow to introduce pathogens — typically within 24 to 72 hours, per EPA emergency water guidance.
Treatment protocol when source quality is unknown:
- Filter first. A filter rated to 0.2 microns or finer removes bacteria and protozoa. The Sawyer Mini and Katadyn BeFree meet this threshold.
- Disinfect second. Boil for one minute at sea level, three minutes above 6,500 feet (CDC drinking water guidance). Alternatively, unscented household bleach at 8 drops per gallon for clear water, 16 drops for cloudy, with a 30-minute wait.
- Store third. Food-grade containers only. Rotate every 6 months.
Do not drink pool water. Chemical stabilizers make it unsafe even after filtration. Pool water is for flushing, washing, and firefighting.
Heat and Cold
Temperature kills more outage victims than any other factor. Hypothermia sets in when core body temperature drops below 95°F. Heat stroke begins above 104°F core temperature.
Cold protocol:
- Seal one room. Choose an interior room with minimal exterior walls. Cover windows with blankets. Block door gaps.
- Dress in layers. Wool and synthetic retain insulation when wet. Cotton kills.
- Heat people, not space. A sleeping bag rated to 20°F below your expected low will outperform a cold room with a weak heater.
- Never run unvented combustion indoors. CDC reports more than 400 US carbon monoxide deaths annually from generators, charcoal, and portable propane heaters used indoors. Generators must sit 20+ feet from any window or door.
Heat protocol:
- Move low. Sleep on the ground floor or basement where temperatures run 10 to 20°F cooler.
- Wet and evaporate. A damp shirt in moving air drops skin temperature fast. A battery-powered fan is worth more than any single food item in a heat emergency.
- Hydrate with electrolytes. Plain water at extreme intake volumes causes hyponatremia. Include salt, potassium, and magnesium.
Food
Without refrigeration, your food strategy shifts from variety to calorie density and shelf stability. Adult caloric need in cold weather rises to 3,000 to 5,000 kcal per day based on US Army Ranger Handbook cold-weather operations data.
Priorities by order of consumption:
- Refrigerated perishables (first 24 hours)
- Frozen foods (24 to 72 hours, treated as perishable once soft)
- Hard cheeses, cured meats, shelf-stable dairy (first week)
- Rice, beans, oats, pasta (ongoing)
- Canned proteins and vegetables (reserve)
- Freeze-dried and MRE stocks (last, they have 20+ year shelf lives)
Cooking without grid power: single-burner butane stoves are the lowest risk indoors with ventilation. Rocket stoves and solar ovens work outside. Do not bring a charcoal grill inside. Ever.
Communications When Cell Towers Die
Cell towers have battery backup rated for 4 to 8 hours. After that, most fall silent unless generators arrive. During 2017's Hurricane Maria, 95% of Puerto Rico's cell sites went down within 48 hours, per FCC Communications Status Reports.
Your fallback stack, in ascending order of resilience:
- Battery radio — AM/FM for local broadcasts, NOAA weather band for alerts. Hand-crank models with solar panels are standard.
- Shortwave receiver — global news when domestic stations go dark. The BBC, Voice of America, and Radio Havana maintain shortwave feeds.
- FRS/GMRS handhelds — family and neighborhood coordination within 1 to 2 miles realistic range.
- Ham radio — if you have a license and a Baofeng or similar, you can reach repeaters, EchoLink, and regional nets. The ARRL operates emergency traffic nets on 3.873, 7.268, and 14.300 MHz.
Keep at least one radio in a sealed metal ammo can when not in use. It approximates a Faraday enclosure against EMP or solar storm coupling.
Medical Without Power
Hospital backup generators typically run 72 to 96 hours on stored diesel. After that, triage shifts dramatically. Joint Commission requires hospitals to maintain 96 hours of emergency fuel, but resupply in a regional grid failure is not guaranteed.
Plan for zero hospital access:
- Medications. Insulin degrades rapidly above 86°F. Keep a cooler and rotation plan. CDC data shows roughly 8.4 million Americans require insulin therapy. A dead grid in summer is a mass casualty event for this population alone.
- Oxygen. Concentrators fail at outage hour zero. Tank backups last 4 to 8 hours at typical flow rates. Contact your supplier pre-season for emergency protocols.
- Wound care. Bleeding control kits (tourniquet, pressure dressing, hemostatic gauze, chest seal) handle 90% of preventable trauma deaths per US military TCCC data.
- Antibiotics. Fish-grade amoxicillin and doxycycline are not FDA-regulated for human use, and the FDA's position is explicit about that. Discuss antibiotic stocking with a physician before you need it.
Dental emergencies become disabling fast. Include oil of cloves (eugenol), temporary filling material (Tempanol or Dentemp), and a dental mirror. Per the American Dental Association, 1 in 3 adults has untreated dental decay — a minor abscess untreated in a prolonged outage becomes sepsis.
Security
Most grid-down security problems are not armed home invasion. They are neighbors asking for water, extended-family arrivals tripling your food demand, and spoiled food drawing rodents. Plan for those first.
FBI Uniform Crime Report data shows property crime does tend to rise in prolonged blackouts, but the multiplier is modest in most areas. The exceptions are dense urban cores and regions with pre-existing gang activity. Know which you live in.
Practical steps:
- Light discipline at night. Blackout curtains prevent your generator or lantern from advertising that you have resources.
- Door and window reinforcement. Most residential doors fail at the strike plate. Three-inch screws into the stud and a reinforced strike plate cost $15 and take 20 minutes.
- Noise discipline. A running generator is audible for a quarter mile. A quieter inverter generator is audible for half that.
- Community. A block of 20 coordinated households is a harder target than any single fortified home.
The Information Problem
This is the one most preppers miss. In a Level 3 or Level 4 outage, the internet is gone. No YouTube tutorials. No WebMD. No Wikipedia. No weather forecast. No one-click answer to "how do I treat a burn" or "which of these mushrooms is edible" or "how do I build a cold-smoker."
A public library card covers this for the first week if libraries stay open. After that, you need a local archive.
