Grid Down Survival: What to Do When the Power Grid Goes Out

The U.S. grid is not one grid. It is three interconnections — Eastern, Western, and Texas — stitched together from roughly 7,300 power plants and 600,000 miles of transmission line. When it fails, it fails in segments. Sometimes a segment goes dark for two hours. Sometimes it goes dark for two weeks. The U.S. Energy Information Administration reported that the average American customer lost 11 hours of electricity in 2024, roughly double the decade prior average, with 80% of those hours driven by major weather events like Hurricanes Beryl, Helene, and Milton.

That average hides the tail. South Carolina customers averaged 53 hours of interruption in 2024. Puerto Rico's grid went down for months after Maria in 2017. And in April 2026, FEMA issued Emergency Declarations for Guam and the Northern Mariana Islands after Typhoon Sinlaku, while six states — Montana, South Dakota, Alaska, Idaho, Washington, and Oregon — received Major Disaster Declarations for severe storms and flooding on April 7.

This guide is what to do when the lights go out and stay out. It is written for the scenarios that do not resolve in a few hours.

The first 15 minutes: triage the outage

Do not assume you know what kind of outage you are in. A blown neighborhood transformer and a coordinated cyberattack on a balancing authority both look identical from your couch. Your first job is information.

  1. Check your house panel. If one circuit is dead and others are live, this is a breaker problem, not a grid problem.
  2. Look outside. Are streetlights dark? Are other houses dark? If your house alone is dark, call your utility.
  3. Check a battery radio. NOAA Weather Radio (162.400–162.550 MHz) broadcasts continuously. Tune AM 1610 or 530 for local Emergency Alert System traffic.
  4. Try a cellular call. If cell service is out, the outage is larger than a transformer. Cell towers typically hold 4 to 8 hours of backup battery under FCC voluntary guidelines.
  5. Do not open the refrigerator. USDA food safety guidance states a closed fridge keeps food at safe temperature for roughly 4 hours; a full freezer holds 48 hours, half-full 24 hours.

If the outage extends past one hour with no utility estimate, treat it as potentially extended and begin conservation protocol.

Water: the 72-hour clock starts immediately

Electric pumps move water. When the grid fails, municipal water pressure can hold for hours to days depending on elevated reservoir capacity, then drops. Private well users lose water the moment the power stops unless they have a manual pump or generator-fed well pump.

FEMA's baseline recommendation is one gallon per person per day, minimum, for drinking and sanitation. That number assumes a temperate environment and moderate activity. In heat, double it. For a family of four planning for 14 days, that is 56 to 112 gallons of stored water.

Immediate water actions when the grid fails:

  • Fill every bathtub, sink, and available container in the first 30 minutes while municipal pressure holds. A standard bathtub holds 40 to 80 gallons.
  • Close the main water valve if you anticipate contamination (boil-water advisories follow most extended outages).
  • Identify your water heater drain valve. A standard 50-gallon heater is a large potable reserve if the incoming supply is safe.
  • Prepare a purification method: boiling for one minute at sea level, three minutes above 6,500 feet per CDC guidance. Unscented household bleach at 8 drops per gallon of clear water, 16 drops if cloudy, works as a backup when fuel is limited.

The grid powers the water system. When you plan for grid failure, plan for water failure at the same time.

Heat and cold: the body is the priority, not the house

Hypothermia does not need winter. CDC data shows that about half of hypothermia deaths occur in people over 65, and a significant share happen at temperatures above 40°F when the victim is wet or poorly clothed. During the February 2021 Texas grid failure, the state's medical examiner attributed at least 246 deaths to the event, the majority from hypothermia inside homes that lost heat.

In cold-weather grid failure:

  • Shelter in one room, ideally interior, with few windows. Seal door gaps with towels.
  • Set up a tent inside that room. A four-person backpacking tent inside a bedroom traps body heat efficiently.
  • Layer clothing: base layer (wool or synthetic, never cotton), insulating mid-layer, wind barrier. Dry socks matter more than most people believe.
  • Do not burn charcoal or run an unvented propane heater indoors. The CDC reports over 400 U.S. deaths per year from carbon monoxide poisoning, with a spike after every major winter outage.
  • Install battery CO detectors on every floor.

In heat-driven grid failure:

  • Move to the lowest floor. Basements run 10–15°F cooler than upper floors.
  • Wet a t-shirt or bandana and wear it. Evaporative cooling is free.
  • Cover windows with aluminum foil or reflective blankets.
  • Hydrate on a schedule, not by thirst. The CDC notes that thirst is a lagging indicator of dehydration, particularly in elderly adults.

Food: ration from the top down

In an extended outage, the order of consumption is fixed by spoilage risk, not preference.

  1. Refrigerator first (first 24 hours).
  2. Freezer next (24 to 72 hours, depending on fullness and ambient temperature).
  3. Shelf-stable pantry last.
  4. Long-term storage only when resupply is unclear.

USDA guidance: any perishable food held above 40°F for more than two hours must be discarded. A freezer thermometer resolves ambiguity — under 40°F, it is safe; above, it is not.

If you cook on electricity, the grid failure removes your cooking surface. Options that do not require the grid:

  • Propane camp stove (rated for outdoor use only).
  • Rocket stove (burns twigs, operates outdoors).
  • Butane single-burner (often sold for catering; use outdoors).
  • Solar cooker on clear days.

Do not run a gas grill, hibachi, or any combustion cooker inside a home or attached garage. The FDA, EPA, and CDC all publish this warning annually because people ignore it annually.

Communications: assume cellular dies on day two

Cellular carriers are required to disclose backup power status to the FCC during major outages. In the 2024 hurricane season, up to 77% of cell sites in the Florida Big Bend went offline after Helene's landfall, according to FCC Disaster Information Reporting System filings. Backup generators run out of diesel. Microwave backhaul links fail when their endpoints fail.

A grid-down communications stack looks like this:

  • NOAA Weather Radio receiver for official broadcast. A hand-crank model with a built-in solar panel costs around $30.
  • AM/FM radio for local news and EAS alerts.
  • FRS/GMRS handheld radios for family coordination within 1 to 3 miles. No license required for FRS; GMRS requires a $35 FCC license valid for 10 years covering the whole family.
  • Ham radio for regional coverage. A Technician-class license grants access to the 2-meter and 70-centimeter bands used by most local emergency nets.
  • Written list of frequencies. Your phone cannot look them up if your phone is a brick.

If you cannot communicate, you cannot coordinate. Couples and families should have a predetermined rally point and check-in schedule before any outage begins.

Power: the reality of generators and solar

A whole-house standby generator running on natural gas can keep a home functional through a multi-day outage, assuming the gas utility remains pressurized. Natural gas compressors often run on grid power with limited backup, so extended grid failure will eventually take the gas line down too.

Portable generators require fuel you have to store. Gasoline in untreated containers degrades in 3 to 6 months; with stabilizer, 12 to 24 months. A 5,000-watt portable generator burns roughly 0.75 gallons per hour under half load — a 20-gallon fuel supply runs about 26 hours.

Solar is not plug-and-play. A 100-watt panel in peak sun produces about 400 to 500 watt-hours per day. A basic solar generator (panel plus battery inverter unit) in the 500 to 1,500 watt-hour range can run a CPAP, charge phones, run LED lighting, and power a small fridge intermittently. It will not run a central air conditioner.

Prioritize loads in this order:

  1. Medical devices (CPAP, oxygen concentrator, insulin refrigeration).
  2. Communications (phones, radios, router if ISP is up).
  3. Lighting (LED only — an LED bulb uses roughly 10% of an incandescent's power).
  4. Refrigeration (cycle on for 4 hours per 12 if possible).
  5. Convenience loads last.

Security: posture changes on day three

The FBI's Uniform Crime Reporting data shows property crime rates tend to rise in areas affected by extended infrastructure failure, though the effect is uneven and heavily dependent on local social cohesion. The relevant window is typically after the 72-hour mark, when stored resources begin to run out for unprepared households.

Pre-outage security is better than reactive security:

  • Exterior motion-activated solar lights (they charge during the day regardless of grid state).
  • Reinforced strike plates on exterior doors (a $15 upgrade that resists most kick-in attempts).
  • Window film on ground-floor glass.
  • Predetermined "lights out by 9 PM" discipline to reduce visibility of an occupied home in a dark neighborhood.

Avoid advertising your preparation. A home running a loud generator at night in an otherwise dark subdivision is a signal.

Information: the offline library problem

When cellular and broadband go down, so does your access to every how-to resource you have been bookmarking for years. Google Maps, YouTube repair tutorials, WebMD, and the full archive of preparedness forums all disappear simultaneously.

The solution is pre-staged offline reference material. At minimum, download and store locally:

  • ARRL or FEMA communications guides.
  • U.S. Army Survival Manual (FM 21-76) — public domain.
  • Where There Is No Doctor (Hesperian, free PDF).
  • Local topographic maps (USGS, free).
  • Shelter-in-place and evacuation plans specific to your county.

The 14-day test

The single most useful exercise for grid-down readiness is not buying more gear. It is running a 14-day test at 50% intensity: turn off the breaker to your kitchen and HVAC for a weekend and use only stored food, stored water, and stored power. Every weakness surfaces. Every missing item gets written down. You will find out, cheaply and safely, that the camp stove you bought three years ago has a stuck valve, the flashlight batteries are dead, and your spouse does not know where the water shutoff is.

FEMA's Ready.gov 2026 Preparedness Calendar recommends this kind of drill quarterly. Almost no one does it. The households that do are the ones that come through an outage intact.

What to do today

Fill three one-gallon containers with tap water, label them with today's date, and put them under your kitchen sink. That is your 72-hour minimum for one person. Tomorrow, do three more for the next person in your household. Continue until you have two weeks of water stored. This single action, done in 20 minutes, puts you ahead of roughly 94% of American households per FEMA's 2024 National Household Survey on Disaster Preparedness.
