Long-Term Power Outage Preparedness: The 14-Day Threshold

Most household prep plans end somewhere around hour 72. That matches FEMA's standard recommendation and the capacity of a full refrigerator. It does not match how modern outages behave.
The Department of Energy's National Laboratories estimate power outages cost the United States roughly $44 billion per year, and the EIA's most recent System Average Interruption Duration Index shows average outage time has roughly doubled over the last decade. In January 2026, the DOE issued an emergency order authorizing ERCOT to deploy backup generation across Texas data centers during Winter Storm Fern after NERC's 2025–2026 Winter Reliability Assessment flagged elevated blackout risk across the continental United States.
A long outage is not a longer short outage. It is a different problem. This guide maps that shift and the systems you can put in place before the lights go.
The 14-Day Threshold
The Department of Homeland Security's 2023 Power Outage Incident Annex defines a long-duration outage as one exceeding 14 days across a large region. Three things collapse at that point that do not collapse at 72 hours:
- Water utilities lose booster pump pressure once generator fuel is exhausted. Boil-water notices follow within 24–48 hours of pressure loss.
- Commercial fuel supply stops. Gas stations need grid power to run pumps; the API's 2022 petroleum supply chain assessment found 95% of retail stations cannot dispense fuel during a grid outage without backup generation.
- Pharmacy resupply stops. The American Pharmacists Association reports most retail pharmacies carry 5–14 days of common prescription stock.
If your plan runs out at day 4, you run into a second wall at day 14 with fewer options and more desperate neighbors. Plan for both fences.
Water: Past the 72-Hour Mark
FEMA recommends one gallon per person per day for drinking and basic sanitation. That is a survival minimum, not a functional baseline. The CDC's 2023 emergency water guidance cites three to five gallons per person per day for drinking, cooking, and hygiene over extended periods.
A workable tiered plan:
- Stored water — 14 gallons per person in sealed, food-grade containers. Replace every 6 months if using tap water; commercially sealed water carries a two-year shelf life per FDA guidance.
- In-home reserve — your water heater holds 40–80 gallons. Shut the inlet valve at the first sign of distribution failure and drain from the bottom spigot only after cooling.
- Treatment capacity — a 0.2-micron ceramic or hollow-fiber filter rated by NSF P231 for bacteria and protozoa removal. Pair with unscented sodium hypochlorite at 8 drops per gallon of clear water, 16 drops for cloudy, per EPA emergency disinfection guidance.
- Collection — rain capture off any roof yields roughly 0.6 gallons per square foot of roof per inch of rain, per the Texas Water Development Board's rainwater harvesting manual.
Do not skip the filter. Boil-water notices during the February 2021 Texas event lasted up to two weeks in some ERCOT zones per the TCEQ's post-incident report.
Food: The Cold Chain Breaks First
USDA FSIS guidance gives you four hours in a closed refrigerator before perishables enter the danger zone, and 24–48 hours in a closed freezer depending on fill level. Plan your food loss, do not fight it.
First 24 hours: cook perishables that will spoil. This is the best meal of the outage, not the worst.
Day 2 to day 14:
- Shelf-stable, calorie-dense staples: rice, pasta, dried beans, peanut butter, canned fish, oats. Target 2,000–2,500 kcal per person per day, higher in cold weather — the Army's TB MED 507 uses 4,500 kcal as a cold-weather working baseline.
- A single-burner propane or isobutane stove with two weeks of fuel. Indoor use requires ventilation and a battery CO alarm. The CDC attributes roughly 400 deaths annually to non-fire CO poisoning, with generators and cooking equipment indoors accounting for the majority during outages.
- A manual can opener. Every outage after-action review includes someone who forgot one.
Past 14 days you are in resupply territory. If grocery resupply has not resumed, you are in a regional event and should assume another 30–90 days before normal commercial logistics restart. At that point food production — not storage — is the constraint.
Thermal Management: The Quiet Killer
The CDC's Environmental Public Health Tracking Network attributes more than 1,200 US deaths annually to extreme cold and more than 1,700 to extreme heat. The majority of outage-linked fatalities are thermal, not traumatic. The August 2003 Northeast blackout killed roughly 100 people according to post-event analyses — most from heat.
Cold weather plan:
- Designate one room as a warming space. Seal it with plastic sheeting over windows and a door draft blocker. Body heat plus a small indoor-rated catalytic propane heater holds a 10x12 room at survivable temperatures in sub-freezing weather.
- Wool or synthetic base layer, insulating mid-layer, windproof shell. Cotton inside a shelter kills when it gets damp.
- Sleeping bags rated 10°F below your expected low.
Hot weather plan:
- Identify the coolest room — typically north-facing, lowest floor, interior.
- A battery-powered fan moving air across damp skin drops perceived temperature faster than still air at any humidity under 80%.
- Hydration pace: the ACSM recommends 0.4–0.8 liters per hour during moderate heat exposure. Electrolyte loss matters more than most people expect — keep oral rehydration salts on hand.
Do not run gasoline or propane generators indoors, in garages, or within 20 feet of an open window. The CPSC recorded 765 non-fire generator CO deaths between 2014 and 2023.
Power in Tiers
One large generator is not a power plan. A tiered plan is.
Tier 1 — Keep phones and radios alive: a 20,000 mAh power bank plus a 20–40W folding solar panel. Runs indefinitely at any latitude with daylight.
Tier 2 — Small loads, longer runtime: a 500–1,500 Wh lithium iron phosphate (LFP) power station with 200W of solar input. Handles a CPAP, a small refrigerator cycled 4–6 hours per day, LED lighting, and device charging.
Tier 3 — Whole circuits, days to weeks: a dual-fuel inverter generator (propane plus gasoline) in the 3,500–7,500W range, with a manual transfer switch or generator inlet box installed by a licensed electrician. Propane stores indefinitely; gasoline without stabilizer degrades in 3–6 months per API fuel handling guidance.
Tier 4 — Indefinite, no fuel chain: a grid-tied solar array with battery backup and an islanding inverter (UL 1741-SA compliant). Expensive, but decouples you from the fuel logistics problem entirely.
Most households should aim for Tier 1 and Tier 2 at minimum. Tier 3 is where a 14-day outage becomes manageable rather than survivable.
Communication When Towers Go Down
Cell towers run on batteries sized for 4–8 hours, with some carriers adding mobile generators as the outage extends. The FCC's 2017 Hurricane Maria report documented 95% cellular network outage at peak, with full restoration in some areas taking over 9 months.
Layered comms:
- AM/FM/NOAA weather radio, hand-cranked or battery powered. NOAA All-Hazards broadcasts on seven VHF frequencies between 162.400 and 162.550 MHz.
- A GMRS radio (license required, $35, no test) gives you 1–5 mile neighborhood range on handhelds and 25+ miles with a base station and external antenna.
- A ham radio and Technician-class license ($35, 35-question exam) opens VHF/UHF repeaters with regional range and HF bands for long-distance voice and data.
- A signal mirror, whistle, and written meeting points for family members.
Pre-stage a laminated card with the frequencies, local repeater offsets, and three meeting points at different distances from home. Paper does not need charging.
Medical and Prescription Continuity
The American Diabetes Association's emergency guidance recommends a 30-day insulin supply and a non-electric cooling option. Evaporative insulin pouches maintain the drug below 86°F for roughly 45 hours per independent testing cited by manufacturers.
For any chronic condition:
- A 30-day minimum prescription buffer. Many states allow emergency refills during declared disasters — the National Association of Boards of Pharmacy tracks this state by state.
- Printed medication list with dose, prescribing physician, and pharmacy, sealed in a waterproof bag.
- A basic trauma kit: tourniquet (CoTCCC-approved — CAT, SOFTT-W, or SAM XT), pressure bandage, chest seal, hemostatic gauze. The American College of Surgeons' Stop the Bleed program documents uncontrolled hemorrhage as the leading preventable cause of death in trauma.
Information: The System Most People Miss
When the grid fails at regional scale, your phone becomes a flashlight and a camera. Search, navigation, medical references, and manuals are gone.
This is where offline information systems matter. - Blackout curtains or cardboard over windows at night. A lit window in a dark neighborhood is a beacon.
- Generators make noise and smell. Run them only when needed, and ideally behind a fence or during the day when ambient noise is higher.
- Do not post on social media about supplies, location, or status. The FBI's 2020 post-disaster fraud advisory flags this as a targeting vector.
- Neighborhood-level awareness beats individual fortification. A block that knows each other and runs a rotation recovers faster than ten houses with ten separate plans.
The Day 14 Pivot
At day 14 the problem changes again. You move from riding out an event to rebuilding a baseline:
- Sanitation. Without sewer service, a 5-gallon bucket with a toilet seat lid and sawdust or kitty litter is the CDC-recommended interim. Rotate waste to a buried pit 200 feet from water sources.
- Hygiene rotation. One full body wash every 3–4 days, daily face/hands/feet/groin wash with a pint of water and a washcloth. This prevents the dermatological and urinary infections that dominate post-disaster clinic visits per MSF field handbooks.
- Routine. Establish wake, sleep, and meal times. The VA's 2022 review of disaster mental health outcomes found imposed daily structure reduces acute stress symptoms measurably within 72 hours.
- Group roles. Someone runs water, someone runs food, someone runs security, someone runs comms. Rotate every 72 hours to prevent burnout.
What to Do Today
Pick one item, do it today, before the next storm watch:
Sign up for your county's Integrated Public Alert and Warning System (IPAWS) Wireless Emergency Alerts at your county emergency management website, then fill four one-gallon water jugs from the tap and write the date on the cap. That is 15 minutes of work and four days of drinking water you did not have this morning.
Pick a second item tomorrow. A 14-day plan is built in 15-minute increments over a month, not in a single panic-buy at Costco. The households that came through Winter Storm Uri in 2021, Hurricane Helene in 2024, and Winter Storm Fern in 2026 with the fewest losses were not the ones with the biggest budgets. They were the ones who had filled the jugs last summer.
